The Washington State Department of Natural Resources (DNR) is proposing changes to RCW 46.09.540 to better manage Green Dot Roads.
DNR and Washington State Department of Fish and Wildlife (WDFW) co-manage over 800 miles of Green Dot Roads in Yakima, Kittitas, and Chelan counties. These roads are open to motorized use by on- and off-road recreational vehicles, providing vital connectivity across a patchwork of ownerships and rural communities. Of these, approximately 475 miles are on DNR-managed land. With increased visitation, and a lack of dedicated funding for maintenance or signage, these roads have fallen into disrepair. Road segments are now impassable to some vehicles, and resource damage persists.
The Multi-Use Roadway Safety Account is subject to appropriation by the legislature and is managed by the Washington State Department of Transportation (WSDOT). This account is funded through yearly registration fees for all-terrain vehicles (ATVs) licensed for on-road use. WSDOT manages this account as a grant source primarily for counties to use for education, enforcement, and maintenance activities of certain WATV designated routes. For the past several biennia, the account has been undersubscribed.
The bill that DNR is proposing during the 2027 legislative session aims to expand access to this account to DNR and WDFW for maintenance and signage on Green Dot Roads. DNR and WDFW would only be eligible in FY2 each biennia, and a "floor" of $80,000 in the account would ensure that the account can still adequately serve the local and county-level needs. Additionally, a letter of support from the applicable county would be required to guarantee that local priorities are being considered.
